UK Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent poll of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and land to support their budgets, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of authorities seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Specific Examples of Proposed Disposals

One local authority in southeast England said its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Broader Financial Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to raise local levies next spring to cover the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities recently further found local finances being stretched by the increasing figures of children and adults needing Send support.

A network of councils said that council deficits will reach £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most deprived in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” said the report.

“While only one key city is in the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the real levels of deprivation and need,” said a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised social care provision in the last year, the survey found.
